REPRESENTATIVE POSITIONS

The Assembly shall consist of approximately 41 Representatives elected by constituencies defined and established herein in accordance with election provisions set forth in the UPUA Constitution and in Acts as defined by the Assembly. The number of Representatives shall be determined in the UPUA Elections code subject to the stipulations contained herein:

There shall be at least one (1) Representative for each Degree-Conferring Academic College and for the Division of Undergraduate Studies (DUS) and at all times shall the Colleges and the DUS be represented equally. These shall include College of 35 Agricultural Sciences, College of Arts and Architecture, Smeal College of Business, College of Communications, College of Earth and Mineral Sciences, College of Education, College of Engineering, College of Health and Human Development, College of Information Sciences and Technology, College of the Liberal Arts, Eberly College of Science, Schreyer Honors College and the Division of Undergraduate Studies.

There shall be one (1) Representative from the Schreyer Honors College.

There shall be one (1) Representative from each of the Greek Councils. These shall include the Interfraternity Council, the Multicultural Greek Council, National Pan-Hellenic Council, and the Panhellenic Council.

There shall be at least six (6) Representatives for On-Campus Students. The number shall be in proportion to On/Off Campus and area population distribution.

There shall be at least ten (10) Representatives for Off-Campus Students. The number shall be in proportion to On/Off Campus population distribution.

There shall be at least six (6) Representatives elected at large by all full-time undergraduate students at University Park.

There shall be two (2) first-year student Representatives appointed to the Assembly to ensure appropriate representation of freshman interests. Such appointments shall occur at a time to accommodate the constituency. These students shall be defined as having first or second semester standing at the time of appointment.

There shall be one non-voting Representative from the Council of Commonwealth Student Governments (CCSG), a position that shall be filled by the President, Vice President, or other delegate appointed by the Council.

REPRESENTATIVE RESPONSIBILITIES

1. Attend General Meetings of the Assembly and actively participate as an informed actor in the discussion and deliberation of business of the UPUA and other entities that make decisions on students’ behalf.

2. Attend regular meetings of the appropriate constituency organizations including but not limited to On Campus Representatives attending the meetings of the Association of Residence Hall students (ARHS), Academic Representatives attending their respective student councils’ general meetings, Off Campus Representatives attending the State College Borough Council and/or Off-Campus Student Union (OCSU) general meetings, and At large Representatives attending all of at least one of the following organizations’ general meetings: University Park Allocation Committee (UPAC), Student Programming Association (SPA), Funding Allocation Board (FAB), and Student Organization Conduct Committee (SOCC).

3. Serve as a member of at least one Standing Committee.

4. File a formal, end-of-term report to be included in the official record of the Association.

5. Speak on behalf of their constituencies.

6. Vote on all questions before the Assembly subject to cases of conflicts of interest or personal matters.

7. Debate and otherwise have floor privileges.

8. Work towards the betterment of student life.

9. Attend Assembly and their committee meetings.

10. Hold office hours

11. Investigate matters and proposal solutions to university problems.
